- What documents do I need before submitting my application online?
Environmental Control Officer (SP)
The following documents are required:
(a) NRIC/Employment Pass/Work Permit (also required for renewal)
(b) a recent coloured passport size photo (with white background) (also required for renewal)
(c) qualifications to meet the licensing requirements and relevant working experience: -
(i) a degree from acceptable universities or institution of higher learning; OR
(ii) a diploma from acceptable polytechnics or other educational institutions AND documentary proof (Letter of Appointment/Testimonial) that states at least two years of working experience in environmental engineering, pest control, cleaning services, waste management, estate management, environmental health or other similar work which is relevant to the work of ECO(SP); OR
(iii) at least Workplace Literacy and Numeracy (WPLN) L7 across all 5 assessments (Reading, Listening, Speaking, Writing and Numeracy); OR
(iv) at least Workplace Literacy and Numeracy (WPLN) L6 across all 5 assessments (Reading, Listening, Speaking, Writing and Numeracy) AND documentary proof (Letter of Appointment/Testimonial) that states at least two years of working experience in environmental engineering, pest control, cleaning services, waste management, estate management, environmental health or other area that, in the opinion of the Director-General, is within the scope of an ECO(SP)
(d) Environmental Control Officer (SP)'s Course Certificate
(e) For returning applicant, you are also required to indicate the 1) additional course or 2) training activities (e.g. seminar, conference) you have attended or completed within the last 3 years from the date of application. The additional course or training activities must be recognised to be relevant to the works of ECO(SP). - What are the payment modes for this certificate of registration?
Payment can be made via the following channels:

(b) AXS kiosks, e-Stations and m-Stations - When can I make payment?
Payment can be made after the application has been approved. - How can I receive my Certificate of Registration?
The electronic Certificate of Registration will be emailed to you. Please provide a valid and updated email address. There shall be no responsibility on the part of NEA should there be any loss/damage of the Certificate of Registration in the transition. - What should I do if my computer hangs while I am making payment?
If your computer hangs before reaching the acknowledgement page, your payment is considered unsuccessful. You may verify that no deduction was made from your Bank Account through Internet Banking. Thereafter, please proceed to make payment again. You can contact NEA (NEA_ECO_Licences@nea.gov.sg) to confirm if your payment is successful. - If I am informed that my application is pending clarifications or submission of documents, how long do I have to respond/submit to NEA my clarifications/documents for my application?
Please respond/submit to NEA your clarifications/documents as soon as possible, to not delay the application process. Your application may be deemed as unsuccessful if any outstanding documents and/or clarifications are not submitted within 3 months from the date of your application.
