Any existing HS licence holder who wishes to transport hazardous substances in quantities exceeding those specified in the Environmental Protection And Management (Hazardous Substances) Regulations.

FAQ

Who needs to apply for a Transport Approval?
Any person who wishes to transport any hazardous substance in quantities exceeding the limits specified in the Environmental Protection and Management (Hazardous Substances) Regulations (see Table 2) must obtain a Transport Approval.
What are the conditions that I need to fulfil in order to be issued with a Transport Approval?
A Transport Approval will be issued to a person if:
i. he holds a Licence to handle hazardous substances; and
ii. he can show proof that the Hazardous Substances will be transported safely in compliance with all transportation requirements.
What are the information required to fill in the application?
You will need the following information to fill in the application:
i. Hazardous Substances Licence from PCD
ii. An adequate Transportation Emergency Response Plan (TERP) to deal with any accidental release of the hazardous substances
iii. Hazmat Transport Driver Permit from SCDF
iv. Details of import/ export and local deliveries routes and also the maximum quantities transported per trip for all hazardous substances
v. Details of chemical containers in small and bulk packaging
vi. Certification of bulk containers/ cylinders from approved third party inspection bodies etc.

To upload inspection certificates of bulk packaging by approved 3rd party inspection bodies (e.g. mandatory periodic inspections, spark testing etc)

To submit the specifications of bulk packaging (i.e. isotanks, tank containers)
Transportation Emergency Response Plan
Details of Transportation Emergency Response Plan to deal with any accidental release of the hazardous substances on the road
