Do I need to apply for the Transport Approval for Toxic Industrial Waste?
The transportation of toxic wastes in an amount exceeding quantities prescribed in the Environmental Public Health (Toxic Industrial Waste) Regulations requires a written approval from PCD. For prescribed quantities for transportation, please refer to the Schedule in the regulations. -
Toxic Industrial Waste Transport Approval Requirements
A Transport Approval is given subject to the following conditions:
Licence for the collection of toxic industrial waste will be issued on the condition that:
i. The containers conveying the toxic wastes must be designed and tested in accordance with an acceptable Code of Practice;
ii. The routes used must be approved;
iii. The transportation is restricted to be carried out during day time;
iv. An adequate emergency action plan must be put up to deal with any accidental release of the toxic wastes.

Information required to fill in application:
You will need the following information to fill in the application:
- Types of toxic industrial waste will be transporting
- Means of packing & capacity of each containers or packaging
- Tank numbers of each ISO tank and IBC
- Names and contact numbers during emergency
- Routes of transportation
- Safety measures, safety equipment during transportation
- Valid test certificate for a third party inspection bodies for isotank, vacuum tank and IBC.
Applicants are reminded to ensure all documents are in place before licence application and to promptly furnish any other supporting document to NEA upon NEA’s request during the course of the application process. If your submitted application is still pending clarifications or submission of documents after our review, please respond/submit to NEA your clarifications/documents as soon as possible, to not delay the application process. Your application may be deemed as unsuccessful if any outstanding documents and/or clarifications are not submitted within 3 months from the date of your application. -
Processing time
We will process your application within 7 working days upon receipt of complete and accurate submission of all required documents. -
If I am informed that my application is pending clarifications or submission of documents, how long do I have to respond/submit to NEA my clarifications/documents for my application?
Please respond/submit to NEA your clarifications/documents as soon as possible, to not delay the application process. Your application may be deemed as unsuccessful if any outstanding documents and/or clarifications are not submitted within 3 months from the date of your application. -

Please refer to NEA's website. - How much does this Approval cost and how long is it valid for?
Transport Approval is issued free of charge, and is valid for 1 year. - Do we need to register bulk tanks used in transportation of the toxic industrial waste?
Yes. All bulk tanks (e.g IBC, ISO tanks, vacuum tanks, etc) are to be certified by third party Inspection Bodies before applying for the Transport Approval. - Can a holder of a General Waste Collector’s(GWC) Licence be allowed to transport toxic industrial waste for Generator(s)?
Only generators holding Landfill Approval issued by PCD are allowed to engage a GWC for transportation of compliant/treated toxic industrial waste that are rendered harmless and safe for direct landfilling.
