Do I need to apply for this licence?
The handling, transportation, treatment and disposal of toxic industrial waste in Singapore are controlled under the Environmental Public Health (Toxic Industrial Waste) Regulations. Any company who wish to collect, treat, and/or dispose of toxic industrial waste controlled under the Environmental Public Health (Toxic Industrial Waste) Regulations has to apply for this licence. -
Toxic Industrial Waste Collector Licence Holder Requirements
Licence for the collection of toxic industrial waste will be issued on the condition that:
i. The toxic waste treatment, storage and disposal facility owned by the collector is located in a suitable industrial area outside water catchment;
ii. The types and quantities of toxic wastes are commensurate with the treatment process and disposal facilities;
iii. Adequate measures such as containment areas, leak detection and warning devices, proper emergency action plans, neutralising agents, handling gear, absorbent material, etc are provided to prevent and mitigate any accidental release of the toxic wastes;
iv. Incinerator complies with NEA's Guidelines for a Special Waste Incinerator. For more information, please refer to NEA's website. -

You will need the following information to fill in the application:
- Your company’s Business Reg No. / UEN information
- Types of toxic industrial waste you intend to collect
- Estimated quantity of waste to be collected annually
- Names of Generator
- Approved storage area, storage capacity
- Details of treatment facilities
- Types of pollution control equipment
Applicants are reminded to ensure all documents and storage/treatment facility are in place before licence application and to promptly furnish any other supporting document to NEA upon NEA’s request during the course of the application process. If your submitted application is still pending clarifications or submission of documents after our review, please respond/submit to NEA your clarifications/documents as soon as possible, to not delay the application process. Your application may be deemed as unsuccessful if any outstanding documents and/or clarifications are not submitted within 3 months from the date of your application. -
Processing time
We will process your application within 7 working days upon receipt of complete and accurate submission of all required documents. -
If I am informed that my application is pending clarifications or submission of documents, how long do I have to respond/submit to NEA my clarifications/documents for my application?
Please respond/submit to NEA your clarifications/documents as soon as possible, to not delay the application process. Your application may be deemed as unsuccessful if any outstanding documents and/or clarifications are not submitted within 3 months from the date of your application. -
