Under the Public Order Act, a Police Permit is required for an assembly, procession or public talk that is held by one or more persons in a public place, if the intention is to:
(a) Demonstrate support for or opposition to the views or actions of any person, group of persons or any government;
(b) Publicise a cause or campaign; or
(c) Mark or commemorate any event.

2. When should I submit the public talk application?
   Permit application with sufficient information shall be submitted at least 14 working days before the date of the event.
3. What is a "public place", "public assembly" and "public procession"?
   Public place refers to any place (whether open-air or enclosed) to which members of public have access.

   Public assembly refers to an assembly held in a public place or to which members of the public in general are invited, induced or permitted to attend.
   
   A public procession refers to a march, parade or other procession (whether or not involving the use of vehicles or other conveyances) in, to or from a public place.
5. What is the penalty for conducting or participating in an illegal assembly or procession?
   Unless exempted, a Police Permit is required under the Public Order Act 2009 for holding a public assembly, procession or talk. For conducting an illegal assembly or procession, the organiser is liable to:
   - A fine not exceeding $5,000 for organising an assembly or procession without a Police Permit; and
   - For repeat offenders, fine not exceeding $10,000 or imprisonment for a term not exceeding six months or both.
   
   For participating in an illegal assembly or procession, the participant is liable to:
   - A fine not exceeding $3,000; and
   - For repeat offenders, fine not exceeding $5,000
6. What are the events that do not require a Police Permit?
   A Police Permit is not required if the exemption requirements under the Public Order (Exempt Assemblies and Processions) 2009 are satisfied.

7. How soon can the application be processed?
   The normal processing time is about 14 working days from the receipt of the application and the necessary supporting documents.
   
   For events that involves lane/ road closure, a road closure permit is required from the Traffic Police. You need to submit the road closure application at least 30 days before the date of event to the Traffic Police.
