Application for a New Licence

I wish to set up a residential care facility for Children and Young Persons or for aged persons. Do I need to apply for a licence?
Yes, a licence is required to operate a residential care facility for Children and Young Persons under the Children and Young Persons Act (CYPA), 1993 or for persons aged 60 years and above under the Homes for the Aged Act (HFAA), Chapter 1988. How do I apply for a licence?
Please log in to the online portal https://www.gobusiness.gov.sg/ using your SingPass or CorpPass to submit your application for the licence. Email us at MSF_RHL@msf.gov.sg for queries. -
What requirements do I need to fulfil?
i) If you are applying as an individual, you must be 21 years of age and must not be an undischarged bankrupt.
ii) If you are applying as a society, the society must be registered with the Registry of Societies (ROS). More information is on ROS.
iii) If you are applying as a business entity, the entity must be registered with the Accounting & Corporate Regulatory Authority (ACRA). More information is on ACRA.
The applicant should read through the Children and Young Persons Act (CYPA) or the Homes for the Aged Act (HFAA) to familiarise himself/herself with the requirements for running a Children and Young Persons Home or a home for the aged. Are there documents that need to be submitted?
Yes, please submit a copy of the following documents together with your licence application:
i) Certificate of Registration with Accounting & Corporate Regulatory Authority (ACRA); or Certificate of Registration from Registrar of Societies;
ii) Valid certificates/ permits from clearance authorities such as, and not limited to, Fire Certificate/ Fire Safety Certificate from Singapore Civil Defence Force (SCDF), Temporary Occupation Permit (TOP)/ Certificate of Statutory Completion (CSC) from Building and Construction Authority (BCA), Change of Use from Urban Redevelopment Authority (URA) or the Housing and Development Board (HDB), whichever is applicable;
iii) Title deed/ tenancy agreement;
iv) Floor plan - drawn-to-scale floor plan and the computation of floor areas (in scaled metric units); and
v) Letter of authorization, for filer submitting application on behalf of applicant.

What is the validity period of the licence?
The licence is valid for a period of up to 24 months to operate a Children and Young Persons Home or Home for the Aged. -
How much is the licence fee?
The licence fee is $24 per licence to operate a Children and Young Persons Home and $12 per licence for charities to operate a Home for the Aged. Please refer to the Children and Young Persons Act and Homes for the Aged Act for more information on the licence fee.
Application to Amend a Licence

What amendments can be made after a licence has been issued?
Amendments can be made to the licence under the following circumstances:
i) Change in Main Licensee's registered residential address and contact details;
ii) Change in Home's registered address;
iii) Change in Parent Organisation's registered address;
iv) Change in the Home's name;
v) Transfer of Licensee; or
vi) Change in Home's capacity.

Are there documents that need to be submitted to support the amendments?
Please attach a copy of the supporting documents when making the following amendments:
i) Transfer of licensee - Application in writing signed by the licensee of the Home and by the person to whom the licensee desires to transfer the licence to; and
ii) Change in the Home's approved capacity - Any document in support of the request. For any other amendments, please email us at MSF_RHL@msf.gov.sg.
Application to Renew a Licence

How do I renew a licence?
i) Applications to renew the licence should be made at least 6 months before the expiry date of the existing licence.
ii) Applications should be submitted through the online portal online portal.
Application to Cancel a Licence

If I want to cease operation of the Home, what should I do?
Please email to MSF_RHL@msf.gov.sg at least 6 months prior to the cessation of operations at the Home.

Fees
