This licence is only for business users with a registered Unique Entity Number (UEN).
Application Details
You will need to register your private school, courses offered and teachers permitted to teach if your school offers education for 10 or more persons. These include:
- Tuition centres that teach subjects taught in mainstream schools.
- Enrichment centres.
- Language, music, dance and art schools that prepare students to attain an official certificate for their respective craft.
You will need to register with the SkillsFuture Singapore (SSG) if your school:
- Offers diploma or degree courses, or some form of post-secondary certification.
- Offers full-time preparatory courses for entrance or placement tests to MOE mainstream schools, or for external examinations.
- Offers full-time primary or secondary education that follows a foreign or international curriculum.
- Is a privately-funded special education school.
If you are an operator of a childcare centre or preschool, please refer to the Early Childhood Development Agency (ECDA).

1. What conditions do I need to fulfil?

2. How long is this licence valid?
The Certificate of Registration of School does not require renewal, but private schools must update information on teachers, courses, school name and address when necessary. Additionally, the Committee of Management of the School (SMC) would need to be re-registered every 3 years.

Documents Needed
Please attach the following required documents online through this website:
1. A1-sized copy of the approved layout floor plan by SCDF’s Fire Safety and Shelter Department (FSSD). A project description stating that the project is for school, tuition centre, enrichment centre or language school should be included.
2. Fire Safety Certificate (FSC).
3. Grant of Written Permission from the Urban Redevelopment Authority (URA) or Approval on Use of Premises from the Housing and Development Board (HDB).
4. Appointment Note for sole-proprietorship, partnership and limited liabilities partnership or Directors’ Resolution for company, depending on the type of entity.
5. Committee of Management Form (Form CM) – Use one (1) form per member.
6. Summary of Course Particulars (Form RC) – Use one (1) form per school.
7. Course write-up if it is not a tuition course or following MOE syllabus (Template can be found in Form RC).
8. Teacher registration forms (Form RT) - Use one (1) form per teacher.
9. Copies of personal identification documents for teachers and SMC members.
· Front and back of NRIC for Singapore Citizens and Permanent Residents
· Data page of passport for other nationalities.
10. Education qualifications of teachers – One attachment per teacher
· Include all the relevant certificates and transcripts. They will need to be notarial-translated if they are not in English.
The forms and templates of the required documents can be downloaded from https://www.moe.gov.sg/private-education/register-school/documents-required. Please follow the ‘File name format’ and ‘File Format’ stated on MOE’s website.
The normal processing time for an application is 14 days upon MOE's acceptance of the documents. This includes clearances from relevant authorities, submission of all supporting documents and the clearance of premises' suitability as a private school on the day of licensing visit, whichever is latest.
Requirements
For a private school application, you must be a company or business or limited liability partnership (LLP) that is registered with the Accounting and Corporate Regulatory Authority (ACRA) and fulfil the other requirements as stated in the MOE's website at https://www.moe.gov.sg/private-education/register-school.
